How do I clean and polish oxidized silver jewelry?

You can withdraw money tarnish with a damp cloth and toothpaste. Just squirt toothpaste to the cloth and rub gently with it. Then rinse thoroughly under running water. It is not question that the brand of toothpaste you use, as it is regular white toothpaste. Gels do not work tarnish. Toothpaste contains micro abrasives that will remove. –
